Green (latterly blue) trace is the time taken to download the same 100KB file from Google, running every 60 seconds. There'll be a little overhead in the transaction, but it's clear from the 'quiet' stretches that this should take around 400ms. Occasional blips up to a second or more are probably no more than that - might be the ADSL, Google or the interweb in general. Sustained stretches of more than a couple of seconds download time are almost certainly down to interference. In practice, when it kicks in the download will take > 10 secs, which equates to the network being unusable for even casual web browsing, let alone intensive stuff like video streaming, or running daily backups.
The sensor is configured to treat > 60 seconds download time as a 'fail': these are the red spikes. I'm also concurrently pinging around the network every 60 seconds - and it's easy to see that when download time extends to > 60 seconds, the connection has dropped completely and the pings all time out as well.

Very odd, very regular complete failure of the download started happening over the weekend and has persisted ever since. Hard to say anything about whether this might be down to the same source or not - it might be, it might be another source of interference or it could even be Google doing something to throttle the regular download (although I think that's pretty unlikely). In any case, I've changed the colour of the download measure so it's less hidden by all the download failures.
In a break from the normal 7am - 1am approach, I'm duplicating Fri, but from 7am - 7am. This is the first time I've seen disruption overnight - and total disruption: From midnight to about 9am this morning (past the end of the axis) the download failed every time, apart from once, at 6am.
